The Security Council of the United Nations had gathered to work its way through a packed agenda and the Irish unrest was item one that day. The general mood on the floor of the reconvened assembly was that the problem was internal and not the business of the UN. Many countries had their own internal problems and the last thing they wanted was the UN even considering interfering in the internal processes of a member nation. The Arab nations had lobbied heavily in the last days, promising everything from low interest loans to cheap oil and drawn heavily on favours owed by Third World countries.
In the Security Council the British and American ambassadors were holding the agenda to point one as much as they could. Sir Huw Tristan-Carter and his delegation had been lobbying for two days now, supporting the enormous pressure that was being exerted by the prime minister. The Americans, caught in the cleft stick of their policy on Israel, were exerting quiet pressure themselves, but things were not looking good. Russia and France were both in the running for a huge series of weapons supply contracts in the Arabian Gulf, and both, the Americans suspected, had been promised cheap oil in some kind of offset programme. The Chinese were as pro-Palestinian and xenophobic as ever and the other members, the Americans and British knew, would be hard-pressed to see any reason why the situation in Ireland should be viewed as anything other than an internal problem. Most of them were silently gleeful at the thought of one of the precious EU countries in strife. After all the years of democracy talk, the power of the ballot box, it was poetic justice to see one of them crumble, however briefly.
The British and American delegations knew that they would get little more than a statement from the Security Council that night, a statement full of words like ‘urges’, ‘peaceful negotiations’ and ‘calm’. There would be no mandate for the use of force. There hadn’t been for Bosnia two years before.
The Arab administration in Ireland, the Emergency Council of the ‘New Irish Patriots’, called the moves at the UN provocative and announced that, to prevent subversive elements entering the country, the borders were now closed. In the next three hours large blocks of concrete were placed at crossing points to prevent vehicle traffic, and barbed wire was strung across the roads. Every known point was covered, leaving only a handful of walkways. Airports were closed and scheduled flights were cancelled. Anyone wanting to travel would have to make representation to the authorities. Journalists’ visas were cancelled and all of them with the exception of a crew from CNN and a crew from ITN, the British independent news organization, and a handful of press men were put on the list for last aircraft leaving.
Further south people who had boats or private aircraft and were still in Ireland made their choices, crossing to Fishguard, or flying low to Britain without filing flight plans.
